The U.S. Anti-Doping Agency brought formal doping charges against former cyclist Lance Armstrong in an action that could cost him his seven Tour de France titles, according to a letter sent to Armstrong and several others Tuesday.
As a result of the formal charges, Armstrong has been immediately banned from competition in triathlons, a sport he took up after his retirement from cycling in 2011.
In the 15-page charging letter obtained by The Post, USADA made previously unpublicized allegations against Armstrong, alleging it collected blood samples from Armstrong in 2009 and 2010 that were "fully consistent with blood ma­nipu­la­tion including EPO use and/or blood transfusions." Armstrong has never tested positive.
In February, the U.S. Attorney's Office in Los Angeles ended a nearly two-year investigation into doping allegations involving Armstrong without bringing criminal charges. Armstrong's former teammates Floyd Landis and Tyler Hamilton cooperated with federal agents in that investigation and publicly accused Armstrong of doping.
USADA is the quasi-government agency that oversees anti-doping in Olympic sports in the United States. It is empowered to bring charges that could lead to suspension from competition and the rescinding of awards. It does not have authority to bring criminal charges.
"I have never doped, and, unlike many of my accusers, I have competed as an endurance athlete for 25 years with no spike in performance, passed more than 500 drug tests and never failed one," Armstrong said in a statement released by his publicist. "That USADA ignores this fundamental distinction and charges me instead of the admitted dopers says far more about USADA, its lack of fairness and this vendetta than it does about my guilt or innocence. Any fair consideration of these allegations has and will continue to vindicate me."
USADA's letter, dated June 12, alleges that Armstrong and five former cycling team associates -- three doctors including Italian physician Michele Ferrari, one trainer and team manager Johan Bruyneel-- engaged in a massive doping conspiracy from 1998-2011, and that "the witnesses to the conduct described in this letter include more than ten (10) cyclists . . ."
The letter specifically alleges that Armstrong used EPO, blood transfusions, testosterone, corticosteroids and masking agents and that he distributed and administered drugs to others.
All of the six, including trainer Pepi Marti of Switzerland and doctors Pedro Celaya of Luxembourg and Luis Garcia del Moral of Spain, face competition bans.
"These charges are a product of malice and spite and not evidence," Armstrong's Washington-based attorney Robert D. Luskin said in a telephone interview Wednesday. "Nothing else explains the fact . . . they allege an overarching doping conspiracy among four teams over 14 years and Lance is the only rider that gets charged."

One of boxing's major sanctioning bodies will review Timothy Bradley's controversial split decision victory over Manny Pacquiao, the first step toward what promoter Bob Arum hopes will be "clarity" in the judging of the fight.
WBO President Francisco "Paco" Valcarcel said in a statement Wednesday that the WBO's championship committee will review video of the fight with five "recognized international judges" and make a recommendation. He said the WBO does not doubt the ability of the scoring judges.
Most reporters seated ringside and the vast majority of fans inside the MGM Grand arena on Saturday night thought Pacquiao had easily defended his welterweight title against Bradley.
The first surprise came when ring announcer Michael Buffer announced that there was a split decision, and the biggest surprise came in the reading of the scores. Jerry Roth had it 115-113 for Pacquiao, while judges Duane Ford and C.J. Ross had it for Bradley by the same score.
The Associated Press scored the fight 117-111 for Pacquiao.
"The public saw the fight and they're outraged, and we need clarity here," Arum told The Associated Press on Wednesday. "We need those responsible to investigate, to see what happened, how the judges could be so off.
"Was there any funny business going on? Or no funny business? Did they have a conversation with each other?" Arum asked. "We need to get clarity. The public is demanding it."
Arum's powerful promotional company, Top Rank, has staged thousands of fights over more than four decades, including some of the most significant in the history of the sport.
He said that the scoring of Saturday night's fight was among the worst he's ever seen.
"It puts boxing in a very horrible light," he said. "I'm looking for the sport to do damage control, and the only way it does damage control is if you do a full and complete investigation."
Arum submitted a formal request to the Nevada Attorney General's office on Monday asking for an inquiry into the circumstances surrounding the fight. Senate Majority Leader Harry Reid, the senior senator from Nevada, also has asked for an investigation.
Jennifer Lopez, a spokeswoman for the Nevada Attorney General's office, said in an email to the AP that Arum's complaint is currently under review.
"We are treating the complaint like any other complaint our office receives," Lopez said. "We do not confirm or deny if we have an ongoing criminal investigation."
The Nevada State Athletic Commission's executive director, Keith Kizer, said this week that he has no plans to review the fight, even though he acknowledged having Pacquiao ahead.
Commission chairman Skip Avansino told the Las Vegas Review-Journal that he was content with the scoring, while Ford defended his scorecard in an interview with the newspaper.
"I thought Bradley gave Pacquiao a boxing lesson," Ford said. "I thought a lot of the rounds were close. Pacquiao missed a lot of punches and I thought he was throwing wildly."
Arum believes the decision - along with the Nevada commission's reluctance to conduct its own investigation - could provide the impetus for a federal commission to provide oversight for the sport, which has long battled the perception that it is rife with corruption.
"If the commission here in Nevada will be in intransigent, and won't cooperate, we have to have a federal commission," Arum said. "We have to examine who these are on the commission, how they got there, how they operate. Something is broke."
Stats compiled by Compubox showed Pacquiao landing 253 punches to 159 for Bradley, and having a 190-108 edge in power punches. Pacquiao landed at 38.5 percent to 27.7 percent for Bradley.
The decision ended Pacquiao's 15-fight winning streak, but also sets up a potential rematch later this year. There has been talk that it could happen in November.
Perhaps by then, Arum will have the clarity he is seeking from their first fight.
"Any other sport - football, baseball - the commissioner's office would investigate," he said. "I'm not saying hang anybody, but let's get clarity here. Let's get a complete report as to what happened. They could say, `Hey, all three judges had a bad night.' That's possible, too. I'm not leaping to conclusions. I want to know as well as anybody else."

A growing chorus of once-confident Democrats now say President Barack Obama could lose the November election.
The hand-wringing reflects real worries among Democrats about Obama's ability to beat Republican rival Mitt Romney, who has proven to be a stronger candidate than many expected. But it's also a political strategy aimed at rallying major donors who may have become complacent.
Interviews with a dozen Democratic strategists and fundraisers across the country show an increased sense of urgency among Obama backers. It follows a difficult two weeks for the president, including a dismal report on the nation's unemployment picture, a Democratic defeat in the Wisconsin governor recall election and an impressive fundraising month for Romney and Republicans.
"We've all got to get in the same boat and start paddling in the same direction, or we're going to have some problems," said Debbie Dingell, a Democratic National Committee member and the wife of Michigan Rep. John Dingell.
"We can't take this for granted," said Peter Burling, a DNC member from New Hampshire. "I intend to be running scared from now until November."
These worries have also prompted some second-guessing of an Obama campaign operation once perceived as run by disciplined message specialists. Democratic pollster Stan Greenberg and former Clinton adviser James Carville this week wrote that Obama's efforts to convince voters that economic conditions are moving in the right direction aren't swaying people.
"We will face an impossible head wind in November if we do not move to a new narrative," the strategists wrote.
Former Democratic Party chairman Don Fowler faulted the Obama camp for not laying more blame on Republicans for the slow economic recovery.
"The Obama campaign should make it clear whose fundamental fault the economic problems are, and they've chosen not to do that," he said, echoing an argument made by other Democrats. "Not doing that, they forfeit an argument, a strategy, a technique toward making the Republicans bear responsibility for these problems."
Some Democrats hope the deepening concern among some party faithful could lead to an increase in fundraising.
The mighty Obama and DNC fundraising operation fell behind Romney and Republicans in May, with the GOP team raising $76 million compared to the $60 million haul for the president and Democrats. And the pro-Obama super PAC Priorities USA Action has lagged far behind Republican-leaning outside groups, in part because of what senior strategist Bill Burton said was a sense of complacency among Democratic donors.
"Democrats have to know that the president is up against a well-financed opponent in a tough political environment," said Burton, a former White House aide. "If everyone doesn't join the fight, he could be defeated."
The Obama campaign itself has also been sounding the alarm.
"If there's anyone still out there acting like we have this thing in the bag, do me a favor and tell them they're dead wrong," Anne Marie Habershaw, the campaign's chief operating officer, wrote in a blog post last week.
And campaign manager Jim Messina warned that GOP success in the Wisconsin recall, aided by independent group spending, confirmed that "all the outside money that's poured into elections this cycle can and will change their outcome."
"And it's exactly what could happen on the national stage unless we can close the gap between special interests and ordinary people," he said.
In 2004, it was the Democrats who had the big money operation on their side. Groups like America Coming Together and the Media Fund raised about $200 million to help John Kerry's presidential campaign with grass-roots organizing and advertising. But the donors who helped that effort - financier George Soros, film producer and donor to liberal causes Steve Bing and billionaire Peter Lewis -- have vastly reduced their political participation or stayed away all together this time.
Democratic operatives say the long and combative Republican primary left some in their own party overconfident. Obama supporters expected Romney to emerge from the GOP contest bruised by attacks from his party and pigeonholed by his attempts to placate conservatives by shifting to the right on everything from immigration to foreign policy.
But five months from Election Day, several national polls show Obama and Romney locked in a tight race, as voters vent their frustrations over the nation's economic woes. May figures showed that employers created a meager 69,000 jobs and the jobless rate ticked up to 8.2 percent. And this week, the Federal Reserve released data showing that median family net worth shrank in 2010 to levels not seen since 1992 after adjusting for inflation.
Obama campaign spokesman Ben LaBolt said the president's team "always anticipated this would be a close and competitive election."
But some strategists worry that time is running short. While many Democrats believe party loyalists will get more engaged as the election draws closer, other operatives say the terms of the election will be set over the next two months.
"This can't wait until September," said Steve Rosenthal, president of the Organizing Group, a Democratic-leaning consulting firm
Rosenthal issued his own warning on Obama's re-election prospects in an online column headlined "President Obama Can Lose: Now is the Time for Democratic Donors to Step Up in a Big Way."
In an interview Wednesday, Rosenthal said Obama's populist State of the Union address and Romney's initial troubles securing the Republican nomination created a false sense of euphoria among Democrats. But he said that sentiment ignored the fact that the country is still evenly divided, that the president does not hold a lead in all battleground states and that Obama this time does not have the 2-1 edge in money that he had over John McCain in 2008.
"They have such a huge financial advantage and with the economy teetering, it's frightening," Rosenthal said of Republicans. "I hate to say it comes down to money, but it does."
Don Peebles, a New York-based real estate developer and Obama fundraiser, said that while Democratic complacency has been hard to shake this cycle, he expects more urgency this summer.
"There's definitely a sense among the financial supporters of the president that we need to get more engaged and redouble our efforts to make sure that he has the resources he needs," Peebles said.

After a witty intro by Siri herself, Apple CEO Tim Cook took the stage in San Francisco to welcome developers and announce new stuff. Cook had a lot to say about the success of the app program, with 30 billion downloads of 650,000 distinct apps worldwide.
Once Cook rattled off the specs, they played a video about the success of apps, from one that a blind man built to help seeing-impaired people get around, to the successful Airbnb, a place for couch surfers to find homes away from home, to a speech therapy tool for iPad that's helping a little girl learn how to communicate. It may be marketing, but parts are truly touching. Needless to say, the developers applauded profusely. 
"We would like to thank everyone in the developer community for the incredible apps that you've done for us," says Cook.
New MacBooks
Next, global marketing VP Phil Schiller announced updates to the MacBook line. The MacBook Air gets 3rd-gen Core chips, up to 2GHz dual-core i7. It also gets storage up to 512 GB Flash storage, with 2x read speed. And it gets USB 3.0 and a 720p camera. The new models start shipping today.
The 13-inch and 15-inch MacBook Pros get Ivy Bridge processors, a new-generation GeForce graphics card and USB 3.0, while the prices stay the same.
But the big news is the "next generation" MacBook Pro, which is about as thin as a MacBook Air, with a 15-inch "retina display" of 2880 x 1800 pixels. It's ridiculously gorgeous and thin. 
But it's not just about the display and thinness. There's a quad-core i7 chip up to 2.7GHz; up to 16GB of RAM; the new GeForce Kepler graphics and 768GB of internal flash storage. YOW! Battery life sounds right: 7 hours on a charge, with 30 days of standby. And as for ports: SD, HDMI, USB 3, a new MagSafe 2 and two Thunderbolts ports.
There is no optical drive. 
Read into that what you will, but clearly Apple will not be supporting Blu-ray anytime soon (or ever).
Adobe, Autodesk and others are developing apps to work with the new retina display. (Aside to the creative people: Hooray for Photoshop being in sync with Mac development!)
OS X 10.8 Mountain Lion
After the pulse-racing MacBook unveiling, Apple execs took things down a notch to discuss features of OS X 10.8, Mountain Lion, including drill-down on stuff that has already been revealed. For a quick look at those features, have a look here. Some awesome ones include Messages, dictation, sharing and AirPlay mirroring, which lets you send up to 1080p video from Mac to Apple TV.
The new Safari is great: You can click a cloud icon to see tabs open on other devices such as iPads and iPhones, and if you zoom out, each tab becomes a thumbnail, so you can easily get to the tab you want.

iOS 6 for iPhone and iPad
Following Mountain Lion, SVP of iOS software Scott Forstall took the stage to unveil iOS 6, something that had been somewhat confirmed, but without any details. 
First on his agenda was Siri: "In eight months, Siri has been studying up and learning a lot," says Forstall. Now, in iOS 6, you can ask score of last Giants game, even batting average of a given player, team standings. Impressive (if it works in my house). 
Forstall: "Who is taller, Lebron or Kobe?" Siri: "Lebron James appears to be slightly taller."
In addition to sports, Siri does more with restaurant details, and is partnered with Yelp for reviews and OpenTable for reservations. Yes, you can make dinner reservations with Siri. Good news for a food person like myself.
For movies, Rotten Tomatoes reviews are integrated, and you can tap inside Siri to watch trailers. 
Best of all, Siri can now launch apps. 
New driving mode for Siri: "Eyes free," says Forstall. Button on steering wheel of some car manufacturers including GM, Toyota, Honda, Land Rover, Audi, Mercedes Benz and BMW.
Siri will also speak 15 languages including Korean, Italian, Mandarin and Cantonese.

Manny Pacquiao lands a heavy blow to Timothy Bradley's chin (AP photo)
Manny Pacquiao's split-decision defeat by Timothy Bradley was branded "a robbery" as outrage and condemnation greeted the judges' controversial verdict after the World Boxing Organisation welterweight contest in Las Vegas.
Pacquiao's first defeat in 16 championship fights over seven years, during which the Filipino has become an international idol, stunned the 16,000 crowd at the MGM Grand Arena. Veteran promoter Bob Arum -- who handles both protagonists - labelled the judges' decision as "outrageous" and "one of the worst" he had ever seen, while former heavyweight world champion Lennox Lewis said it was "another stain on boxing", and branded the scoring "unbelievable and disgraceful".
"It was worse than my controversial draw with Evander Holyfield in 1999," he said.
Amir Khan, Pacquiao's stablemate, called the decision "a robbery", and likened it to his loss to Lamont Peterson in Washington DC in December. Arum added: "I've never been as ashamed of the sport of boxing as I am tonight. I'm going to make a lot of money on the rematch, but this was outrageous."
The biggest fight of Bradley's career earned him $5million (£3.2m). Pacquiao was guaranteed $20m (£12.9m). Bradley moved to 29 fights unbeaten. Pacquiao lost for the fourth time in his 60th bout.
It was confirmed that a second encounter is expected to take place between Pacquiao and Bradley on Nov 10 in either Nevada, Texas, or California.
Cynics might suggest that the rematch clause offers promoter Arum another opportunity to build Bradley, and keep the gravy train rolling for Pacquiao.
The downside is that the result might have consigned the potential Pacquiao contest with Floyd Mayweather Jnr to dust. Pacquiao's bargaining stakes have plummeted.
Mayweather Jnr, the world's richest boxer, will have watched the contest from a television room in Clark County jail, where he is serving just under three months for an admission and plea bargain over domestic violence.

The iPhone 4S remains probably the most popular of mobile phones, but it is confronting growing competition from a number of competing manufacturers, particularly those which use the Android software, HTC as an example. In this article I am going to review a few main features of the Apple iPhone 4S with those of the brand new HTC One X, the manufacturer’s newest flagship smartphone.

Screen

One of the most noticeable differences between the Apple iPhone 4S and the HTC One X is the measurements of their touchscreens. The Apple iPhone 4S, like all previous iPhone devices, boasts a 3.5 inch screen. What the iPhone 4S may lack in touchscreen dimensions, it certainly makes up for with its display quality, because of the famous retina display, which brings about individual pixels becoming indistinguishable with the naked eye. The One X has a much larger screen which measures up at 4.7 inches. It is one of the largest screens on an HTC smartphone to date, and the biggest touchscreen on an Android phone from the brand. Regardless of its large size, this touchscreen includes a high pixel resolution, so display quality is superior to the vast majority of its opposition.

Processor

Because the One X is a much more recent phone, it features a quad-core processor chip. It has a 1.5GHz clock speed which gives it with nearly incomparable performance which extends to several parts of the handset’s software and hardware alike. The Apple iPhone 4S features a dual-core processor, which during the product’s release was a particularly desirable feature. The 1GHz A5 chip is additionally utilised in the iPad 2, so its effectiveness speaks for itself. Although this is not quite as hi spec as the chip found in the One X, it still provides excellent performance, and is definitely a step up from its predecessor the iPhone 4.

Camera

The Apple iPhone 4S and the HTC One X share a pixel resolution of 8 megapixels, and also the capability to capture videos in as much as 1080p which is of course full HD. The two cameras capture high quality snapshots and movies, however the HTC One X boasts a selection of attributes which that of the iPhone 4S does not have. Included in these are the ability to capture simultaneous pictures and videos, and also a function which snaps several sequential shots, and you can then select the best one to keep or share via social media or messaging formats. Nevertheless, both devices have several downloadable apps in their respective app markets (AppStore and Google Play) from the photography category and many others.
